Adhoc committee for the Civil Disobedience of the Residence Obligation Law. 26.04.2000
The adhoc committee composed mainly of refugees who met to discuss ways and means of enforcing the civil disobedience against the residenzflicht. After two nights of deliberations, the adhoc committee arrived at the following conclusions:
1) That various actions of civil disobedience of the district obligation law will be taking place from the day of the final resolution and manuscript of Die Karawane prospectives 2000 when this congress ends and will culminate in a decisive march on Berlin at a date yet to be decided.
2) That a strongly worded letter be dispatched by the congress to the authorities concerned. This letter should be explanatory in terms of the reasons why the Residence Obligation law is strongly in violation of our individual human rights and the norms held by a civilised society.
3)The adhoc committee pledges to work in collaboration with other groups like that of Colombia, Latin America and the different organisations represented in the congress in carrying out any or all of the actions that may be decided; such actions might include:-
-Voluntary hunger strike by supporters and sympathisers with room for exchange for purposes of continuity and effectiveness.
4) At the end of this congress, publication of leaflets should immediately commence, denouncing the Residence Obligation law and calling for civil disobedience by more refugees. The publication will be done in various languages for purposes of publicity and must explain clearly to our German supporters and sympathisers our resolutions and the reasons why we are engaging in this fight against this law that demeans us as human beings.
5)Die Karawane will develop strategies to mobilise large groups from various cities to facilitate and enhance our various actions.
6)The residence obligation committee should create a permanent adhoc committee and due to the technicality of the work, the adhoc committee should include support groups ready to address issues of communications, finance, transportation, security etc.
7)The adhoc committee should immediately start work at the end of this congress and should be able to come out in the shortest time possible with a text and mechanism of application to facilitate the implemention of the plan of action.
8)Provisions should also be made to assist persons who engage in this civil disobedience.
We the free people of the world who acquired freedom as a virtue of our existence, debased by human prejudice and stripped of the one quality that makes us human-the freedom of movement, make known to the friends of freedom that the rightness or wrongness of our cause we place in the hands of the almighty and that history shall obviously have its say.
