Pacification or liberation?

International solidarity, Freedom for all political prisoners worldwide!

From 1. to 5. of April 1999 in Berlin, Germany.

How many trade-unionists will be left on garbage dumps today with a bullet in their head?

Which country has punished those, who tortured with electrodes and other means thousands of members of the opposition?

How many journalists have "disappeared"?

Is there a place where people, who fight for freedom and justice, don't get denounced and

jailed as "terrorists"?

How many political prisoners are imprisoned today, in the „Year of the human rights"?

And the international community, what will they know about them, what would they care to know?

50 years after the passing of the General Declaration of Human Rights, talking of human rights has become a general issue. Not so the human rights themselves. 3/4 of humankind suffer expropriation every day and societal wealth becomes the property of a few. Definition and enforcement of the human rights are a question of power.

The point that really matters is: Who does what. Bashing in heads of political prisoners in Turkey serves as "counterinsurgency", the live coverage of executions on US-television as "crimeprevention", the massacres of landless Brazilians as "property protection", the officially santioned right to torture in Israel serves as support for the "peace process". And the Geneva Convention for Refugees gives less protection than ever before.

We are human rights organizations, solidarity committees and revolutionary groups from Palestine, Kurdistan/Turkey, Italy, the Basque Country and Germany. In our countries torture is practiced. People have "disappeared" and there is a "dirty war" ongoing. There are torture through isolation and high security prisons. There exists a special political justicesystem and manifold concepts of so-called "preventive counterinsurgency". In our countries we have alltogether almost 20.000 political prisoners -worldwide there must be up to a hundredthousand.

During the last 15 years, unleashed global capitalism has spread ist power even to the last corner of the world. Its power and economy are defined as "the best system of the world". Allegedly, it is supposed to bring peace, freedom and prosperity. But for the majority of the world's population it means only poverty and oppression. If Palestine is mentioned nowadays, there is no talk about occupation but about peace. But what kind of a peace is this, if there are 3000 political prisoners?

What kind of a democracy is this, if killers like Pinochet hold lifelong posts and honours while those who stood up resolutely against the guns of a dictatorship are still incarcerated?

The trade-unionist opposition in Indonesia and the freedom-fighters in Eastern Timor have
still not been set free as a result of the abdication of Suharto. Why?

Pacification or liberation? We say: There will be no peace without justice! And peace means more then the mere absence of war. The abolition of death penalty, an end to the torture and the dirty war, freedom for all political prisoners, punishment for the torturers and murderers, our objectives are justified and they're not realized yet.

If we agree on this, there is only one conclusion: The reasons for the struggle have not become less but even more. We don't tell anybody how to fight but we say: Human rights will not be presented to us we have to fight to get them.

We are united by experience: On our own we are not strong enough to achieve real changes and to free the political prisoners. We know the courageous example of the Peruvian MRTA-guerrilla. They risked their lives for the freedom of the prisoners and they lost it because they stood alone, alone against the terrorism of Fudjimori and the support for him from the international community of states.

But we also know the power of international solidarity. It was strong enough to get through to the deathchambers of the world power USA and saved the Black revolutionary and journalist Mumia Abu-Jamal from the white executioners upt to now.

Solidarity committees and associations of relatives, grassroots- and liberation movements, revolutionary organizations and oppositional groups, human rights- and lawyer associations!

International cooperation, support, help and solidarity is the prerequisite for the freedom and the protection of political prisoners. Until now, our cooperation has often been coincidental and sporadic, and rarely coordinated. This weakens us and makes our opponents strong. An international struggle requires discussion. We want to start with this in Berlin. Let's bring together our analysis, experiences and perspectives.

Perspectivas de la solidaridad internacional para la libertad de l@s pres@s polític@s.

¿A cuánt@s sindicalistas les dejan hoy con balas en la nuca en un verdedero de basura ?

¿En qué país han sido castigados los que torturaron a miles de guerriller@s con electrodos?

¿Cußnt@s periodistas desaparecerán hoy?

¿En qué lugar no se les denuncia y encarcela como terroristas a las personas que luchan para la libertad y la justicia?

¿Cuánt@s pres@s polític@s hay hoy en día  en el año de los derechos humanos?

El 10 de diciembre de 1948, la ONU aprobó la Declaración General de los Derechos Humanos. Hoy, 50 años después, hablar sobre los derechos humanos ha llegado a ser una cosa general - pero no los derechos humanos. Así como se les Expropia diariamente a tercera parte de la humanidad y así como las riquezas sociales se convierten en la propiedad de unos pocos, así los derechos humanos no pertenecen a los seres humanos si no a los poderosos, los que tienen el poder de llamarse Comunidad Internacional.

Los cráneos destrozados de pres@s politic@s en Turquía y la transmisión en directo de ejecuciones en la televisión yanqui, la masacre contra los Sin Tierra en el Brasil así como la ley israelí, que permite la tortura de palestin@s. Y la Convención de Ginebra sobre refugiados, hoy en día brinda menos protección que jamas.

Somos organizaciones de derechos humanos, comités de solidaridad y grupos de izquierda de Palestina, Kurdistßn, Turquía, Italia, del País Vasco y Alemania. En nuestros países se practica la tortura y existe la guerra sucia. En total hay casi 20 000 pres@s politic@s en nuestros países - en el mundo entero habrá cientos de miles. Su cautiverio y la violencia a la cual están expuest@s; su lucha firme y valiente para la dignidad humana y para la identidad política colectiva, son una señal evidente del hecho de que la historia no tiene final.

En los últimos 15 años, el imperialismo ha extendido su poder casi hasta los últimos rincones del mundo. Tiene el poder de llamar a su sistema el mejor del mundo", aunque significa pobreza y opresión para la mayoría de la población mundial.

A la victoria de este sistema la llaman paz. Cuando hoy en día se habla sobre Palestina, no se habla de ocupación sino de paz. Pero,
¿de qué tipo de paz se trata, cuando hay 3 000 pres@s politic@s palestin@s?
¿De qué tipo de democracia se trata, cuando asesinos como Pinochet ocupan cargos vitalicios mientras que los miembros de la resistencia, que se opusieron con fusiles a la dictadura, quedan encarcelad@s?
¿Por qué no pusieron en libertad a l@s sindicalistas indonesi@s y a l@s rebeldes de Timor Oriental después de la dimisión  del dictador Suharto?

¿Qué significa - pacificación n o liberación ?
Nosotras decimos: sin justicia no habrá paz! Paz significa más que la ausencia de conflictos bélicos. La abolición de la pena de muerte, ¡basta de tortura y guerra sucia!, libertad para l@s pres@s politic@s, castigar a los torturadores y asesinos, nuestros objetivos son justos, y aún no han sido realizados.

Si estamos de acuerdo con esto, sólo queda una conclusión: Las razones para luchar no han ido a menos sino a más. No decimos a nadie cómo hay que luchar pero decimos: No nos van a regalar los derechos humanos, los conseguiremos luchando.

Tod@s hemos adquirido la experiencia de que sol@s somos demasiado impotentes para conseguir verdaderos cambios en la liberación de l@s pres@s polític@s. Tod@s conocemos el ejemplo valiente de la guerrilla peruana MRTA. Arriesgaron su vida para la libertad de sus compañer@s pres@s y la perdieron porque estaban sol@s, sol@s contra un enemigo prepotente llamado Comunidad Internacional. Pero también conocemos la fuerza que puede resultar de la acción común, de la solidaridad internacional. La solidaridad internacional ha tenido la fuerza suficiente para penetrar en la galerías de la muerte de la potencia mundial EEUU. La acción común ha podido impedir a los verdugos yanquis de asesinar al revolucionario negro Mumia Abu-Jamal.

¡Comités de solidaridad, asociaciones de familiares, grupos de base, movimientos de liberación, organizaciones de derechos humanos!.

Solo si cooperamos a nivel internacional podremos acercarnos a la realización de nuestros objetivos. Queremos y necesitamos la solidaridad internacional. Hasta ahora, nuestra cooperación ha sido muchas veces solamente casual y esporádica pero sólo pocas veces coordinada. Eso no es adecuado, ni para la realización de nuestros objetivos ni ante la fuerza de nuestros enemigos. Queremos y debemos cambiar eso.

Hay que organizar la lucha a nivel internacional. Para eso necesitamos la discusión concreta con ustedes, con los grupos y organizaciones del mundo entero y queremos empezar con esto en la conferencia en Berlín. Juntemos nuestros análisis, experiencias y perspectivas, cimentemos las bases de una solidaridad internacional organizada.
