Programm für die Bundesweiten Aktionstage gegen die Residenzpflicht
in Berlin vom 17.-19. Mai
Für ein Bündnis gegen Residenzpflicht: gemeinsam gegen
Abschiebung, für freie Bewegung.
Donnerstag, 17. Mai 2001
9-12 Uhr: Anreise, Frühstück
10-11 Uhr: Marsch zum Bundestag mit Übergabe des "Memorandums
zur Abschaffung der Residenzpflicht" durch eine kleinere Delegation von
Vertretern aus den Flüchtlingsgruppen.
11-13 Uhr: Kundgebung am Brandenburger Tor mit einem Bericht der
Delegation und einer Zusammenfassung der Ziele des Memorandums und einer
Presseerklärung.
13-14.30 Uhr: Mittagessen
14.30-15.30 Uhr: Plenum, Vorstellung des Anliegens der Aktionstage
und der geplanten Aktivitäten, Vorstellung der Anwesenden, Organisatorisches.
15.30-17.30 Uhr: Erste Diskussionen in Arbeitsgruppen mit dem
Thema: Motivationen für die Anti-Residenzpflichtkampagne und mögliche
Strategien.
15.30-17.30: - Möglichkeit für spontane Aktionen
- Transpis, etc. machen zur Vorbereitung der Samstagdemo
- Filme
- Capoeira
17.30- 19.00 Uhr: Abendessen
19-21.30 Uhr: Podiumsdiskussion mit Sunny Omwanyeke, Cornelius
Yafanyi und dem Rechtsanwalt Ulrich von Klinggräf zur Abschaffung des
Residenzpflichtgesetzes, zu den Gerichtsurteilen gegen Sunny Omwanyeke und
Cornelius Yafanyi, zu den Strategien zivilen Ungehorsams, den Möglichkeiten des
spontanen Protestes gegen
Polizeikontrollen und Appellen an den Bundesgerichtshof, den
Europäischen Gerichtshof und den UN-Menschenrechtsgerichtshof.
22-24 Uhr: Konzert
Freitag, 18. Mai 2001
9-10 Uhr: Frühstück
10-12 Uhr: Workshop in dem die Geschichte der Karawane, Bündniss
für die Rechte der Flüchtlinge und MigrantInnen (Entstehung, vergangene
Aktivitäten und Kampagnen) dargestellt wird, als auch Überlegungen angestellt
werden, wie die konkrete Arbeit nach den Aktionstagen weitergeführt werden kann
und neu enstandene Kontakte im Kampf gegen Abschiebung und Residenzpflicht der
Karawane einbezogen werden können.
10-12 Uhr: Diskussion zum Zusammenhang neokolonialer
Globalisierung und Einwanderungs-und Internierungstheorien.
10-12 Uhr:
- Möglichkeit für spontane Aktionen.
- Möglichkeit um Transpis, etc zu machen, zur Vorbereitung der
Samstagdemo.
12-14 Uhr: Mittagessen
14-17 Uhr: Plattform der Flüchtlingsorganisationen- und
initiativen mit anschließender Diskussion in verschiedenen Arbeitsgruppen zu
den Themen, die mit Residenzpflicht eng in Zusammenhang stehen. In den
Arbeitsgruppen soll es darum gehen, die Verknüpfung der Residenzpflicht mit der
systematischen Repression von Flüchtlingen in allen
gesellschaftlichen Bereichen deutlich zu machen. Es sollen
Kontakte zwischen den verschiedenen Flüchtlingsinitiativen geknüpft werden,
Perspektiven zukünftigen antirassistischen Widerstands entworfen werden,
Grundlagen für eine breite Flüchtlingsbewegung gegen diesen Formen
rassistischer Politik gefunden werden.
1. reale Lebenssituation von Flüchtlingen in den
Asylbewerberheimen, Folgen des Asylbewerberleistungsgesetzes (Bsp. Gutscheinsysteme),
Folgen der nahezu nicht vorhandenen Bewegungsfreiheit etc.
2. Abschiebung und Abschiebegefängnisse
3. Kontroll- und Sicherheitssysteme (Schleierfahndung,
Polizeikontrollen, BGS)
4. Bewegungsfreiheit und Illegalität
5. Lösungen/ Strategien/ zukünftige Aktivitäten: Genua, Grenzcamp,
usw.
14-17 Uhr:
-Möglichkeit für spontane Aktionen, usw.
-Filme
-Strassentheater
17-19 Uhr: Abendessen
19-21 Uhr:Bündnis gegen die Residenzpflicht: Strategien für die
Abschaffung der Residenzpflicht.
22 Uhr: Konzert

ab 12 Uhr: große bundesweite Demonstration für die Abschaffung der
Residenzpflicht
JEDERZEIT:
- ständige Ausstellung als Dokumentation bisheriger Aktionen von
Flüchtlingsinitiativen, zur Lebenssituation von Flüchtlingen, zur Abschiebung
und andere antirassistischer Kampagnen, präsentiert auf Stellwänden in Form von
Fotos, Texten, Diaprojektionen.
-Kinderbetreuung
-ständiger direkter Zugang zum Internet als Kommunikationsplattform
und Dokumentation der Aktionstage im Internet

9-12 hrs: Arrival and breakfast

following the handing over of the "memorandum" against residential
restriction law" by a smaller delegation of delegates from refugee groups.
11-13hrs: Manifestation at Brandenburger
Tor with a report of the delegation and summary/speech to the aims of the
memorandum and a pressdeclaration.
13-14.30hrs: Lunch
14.30-15.30hrs: Plenum, introduction of
planned activities, Introduction of the presented groups, organisatoring
announcements.
15.30-17.30hrs: First discussions in
working groups with the topic: Motivations for the anti-residential restriction
law-campaign and possible strategies.

Omwanyeke, Cornelius Yafanyi and the laywer Ulrich von Klinggräf about the
abolisment of "Residenzpflichtgesetz", about the lawsuits against
Sunny Omwanyeke and Cornelius, about strategies of civil disobedience,
possibilities of spontanous protest against
police-controls; appeals to the
"Bundesgerichtshof" (federal law-court), European law-court and
UN-law-court for human rights.
22-24hrs: concert

10-12hrs: Workshop in which the history of
the platform (coming into existence, past activities and campaigns) will be
shown, as well as reflections on the way concrete work can be continued after
the campaign and how new contacts can be connected in the struggle against
deportation and residential restriction, will be discussed.
10-12hrs: Discussion about the relation
between neocolonial globalization and theories of migration and
confinement-theories.
10-12hrs: the possibility to make banners,
etc for the saturday-demonstration
12-14hrs: Lunch
14-17hrs: Platform of the refugees
organisations and initiatives with following discussion in different workgroups
about topics, which are strong related to Residential law. The workgroups
figure out the relationship between the Residental Law and the systematic
repression of refugees in all spheres of (german) society, here should be the
possibility for sharing, strengthening and fixing contacts between several
local and organizations of
refugees. There should be outlined
perspectives of a wide movement of refugees´ resistance respectively
anti-racist resistance. The workgroups could find some basics for the future of
a wide resistance against forms of racist politics.
1. real life of refugees - situation in
refugeecamps, consequences of the "Asylbewerberleistungsgesetz" (e.g.
Gutscheine), consequences of the nearly complete refuse of freedom of movement,
etc.
